Beer Garden Proposal Update - Mike's Horseshoe Bar

      My name is Chris Wells and I work for the City in the Planning Department. I am the development reviewer handling the Conditional Use request to add an outdoor eating area at the Horseshoe Bar at 3900 Dempsey Road. I wanted to reach out to you all to inquire if you had any concerns with the proposed project. While I understand the applicant has done a good amount of outreach in the neighborhood, for the hours of operation for the outdoor patio, they are currently requesting to have it open (usable) from 9:00 am to 1:00 am, daily (note: the patio would close one hour before the bar’s closing time of 2am). While I understand that the location of the proposed patio is on the northerly side of the building, and away from the nearby residential units to the south and southwest, I wanted to bring it up with you all in case there was concern. I should also note that they are not proposing outdoor, amplified music for the patio and this would be locked in as a condition of approval. Regardless, please note that if approved, the Plan Commission retains continuing jurisdiction over this conditional use, meaning that should complaints be filed, the Plan Commission could take further action on this conditional use as allowed in MGO Section 28.183(9)(d).

     Lastly, please also note that the design of the patio structure has recently changed. Where as before it was a wooden deck with a roof structure, now it is a concrete deck without a roof. Only the entry vestibule will be enclosed. (I’ve attached the updated plan set in case you have any questions).
